Annotation
The constitutional democrats did not regard the Belarusians as a special nation, distinct from the Russians, but were prepared to recognize the particularities in the regional structure of the North-Western region. They rejected the claims of certain Polish politicians to the Belarusian lands and the restoration of the Commonwealth of Poland
borders in 1772. In 1917, the local constitutional democrats were more radical than the Central Committee on a number of policy issues, allowing regional autonomy for Belarus with the approval of the all-Russian Constituent Assembly. In March 1918, the Minsk cadets recognized the Belarussian People’s Republic, but then opposed breaking ties with Russia.
