Annotation

The paper deals with the conflict between correspondent of newspaper Ural Worker N. Kharitonov and leadership of Tagil district committee of the VKP (b), caused by his letters and a memo about Nadezhdinsk party organization, which appeared as a result of his official trip to Nadezhdinsk. Based on the concept of everyday life, the paper uses traditional historical research methods and a historical-anthropological approach to study the issue. Within the framework of concept of everyday life, author of the paper analyzes political practices of government representatives, their way of action and motives of behavior. Historical and genetic method of research allows us to identify causes and consequences of the conflict of district and regional party organizations. The author uses historical-comparative method to compare positions of the conflicting parties. Anthropological approach makes it possible to show emotional component of the conflict as well as psychology of the opposing sides. The paper shows that this conflict involved not only the regional leadership, but also the Moscow inspectors. The conflict situation could not be kept within the framework of the region, it became known to the highest party leadership. A representative Moscow commission was sent to the Urals to investigate this issue. As a result, the so-called Nadezhdinsky case arose. The Nadezhdinsky case developed against the background of difficult relations between Tagil district committee and Ural regional committee of the VKP (b). Tagil district leaders believed that the regional leaders, whom they suspected of scheming against the district party committee, instigated this case. This position largely affected conclusions of the district commission on it, supported by the district party committee. Both the regional leadership and the Moscow inspectors disagreed with these conclusions, recognizing them as biased and prejudiced. Because of it, district and local leaders involved in the Nadezhdinsky case were dismissed from their posts.
