The article deals with crimes and offenses against the population of the city of Petrograd, committed by policemen of the workers’ militia of the Vyborg region and the city police of the Spassky region in March – October 1917. The police of the Spassky district was staffed on the basis of «free employment», in which everyone could sign up.
The article attempts to study and compare the illegal activities of policemen from two districts that differ in their social composition.
