PREPARATION AND CONCLUSION OF THE RUSSIAN-GERMAN TRADE TREATY OF 1904 IN THE ASSESSMENTS OF THE RUSSIAN PUBLIC

Annotation

The article examines the socio-political discussions on the preparation and conclusion of the Russian-German trade treaty of 1904. The materials of the central and provincial periodicals of the Russian Empire, memoirs of Russian diplomats, as well as documents of the State Council and the Ministry of Internal Affairs of the Russian Empire show the attitude of representatives of various political circles of Russia to the extension of the treaty between Russia and Germany, concluded in 1894. The authors show the state of the balance of Russian-German trade by the beginning of negotiations, and also highlight key issues in the discussion of the new agreement (the adoption of a new customs tariff by Germany, which caused an increase in duties on Russian products; high rates for the transportation of Russian goods to Germany by rail; the de facto ban on the supply of meat and livestock from Russia). The role of the Russian and German monarchs in the negotiation process is considered. The influence of the Russian-Japanese war on the process of negotiations and the conclusion of the treaty is shown. The article analyzes the change in rates for a number of types of Russian products based on the results of negotiations. It is concluded that one of the key points for Russian diplomacy was to ensure Russia’s access to the possibility of lending in Germany in exchange for concessions in the amount of duties on a number of products supplied.
