Annotation
The article examines one of the aspects of the administrative practice of the Saratov Governor Stolypin in 1903–1906, related to the application of the Regulation “On measures to maintain state order and public peace”. The article examines the legal mechanism for the introduction and extension and functioning of the Regulation
in the Saratov province. Attention is paid to the assessment of the effectiveness and efficiency of the Regulation in various districts of the Saratov province during the revolutionary events of 1905–1906 and the significance it played in stabilizing the political situation. The author comes to the conclusion that the nature and frequency of the articles of the Regulation applied were directly related to the growing socio-political crisis, which affected the content of management decisions and methods of implementing emergency measures. At the same time, the complex of anti-crisis measures implemented by Stolypin in the context of destabilization of the situation in the province included both measures of repressive influence on the opposition and projects to resolve the agrarian issue, which increased the effectiveness of the policy of conflict resolution.
