Annotation

The article is devoted to the consideration of previously unexplored discussions in historical science about the introduction of an educational qualification in the zemstvo electoral legislation of the Russian Empire. On the example of documents (journals and minutes of meetings, reports and notes) of the county and provincial committees of a Special Meeting on the needs of the agricultural industry, working in the zemstvo provinces in 1902–1903, the main established approaches to this issue are shown. The following motives of the concepts of introducing an educational qualification for participation in elections are highlighted: improving the qualification level of zemstvo vowels; expanding the number of voters through the use of an educational qualification as an alternative to property (land); introducing rural intelligentsia into the zemstvo with the expansion of peasant representation; using as one of the most important elements of electoral law in the formation of representative (administrative) bodies of projected small zemstvo units (volost zemstvo). The content of discussions on these issues in local committees is considered. The decisions taken by the county and provincial committees on the possibility of introducing an educational qualification into the zemstvo electoral legislation are shown.
