Councils as the Political Heritage of the Revolution

In the state-political system of Russia, the notion «Council» has an important role, as an ideal form, in which democratic governance is concluded. The concept of Soviet power had several transformations in its history. Initially, the Soviets (workers, peasants, soldiers, etc.) of the deputies were a class political general organization. After the Bolsheviks came to power, the Soviets were transformed into local self-government. In the decades that followed, the Soviets gradually became a factor not only of the state, political, but also of the social structure, and constituted an organization of direct interaction between state power and society, ideally suited for implementing the thesis about the power of the people, which was the main ideological postulate of the USSR.
