Annotation

The article is devoted to the role of the Russian emperors in the formation and implementation of state policy for the preservation of the national architectural heritage in the 19th – early 20th. Their contribution to the creation of a legislative framework regulating the protection of architectural monuments from damage and destruction, as well as to the formation of conditions for the development of public initiative in addressing issues of protection of cultural heritage sites, is shown.
