Annotation
The article is devoted to the history of the activities of the authorities of the Provisional All-Russian Government in the Perm province in the first half of 1919. After Perm was occupied by the troops of the 1st Middle Siberian Corps of General R. Gaida on December 24, 1918, the Ministry of Internal Affairs of the Provisional All-Russian Government ordered the resumption of the activities of the provincial authorities, which were to be guided by the legislative acts of the Provisional Siberian Government and the Provisional All-Russian Government. From the point of view of the level of study, the first half of 1919 looks isolated, as if it falls outside the chronological framework of the Civil War. The archives studied for this period did not correspond to the generally accepted thesis of “the triumphal march of Soviet power”, since its establishment was postponed for almost six months.
The study is based on documents from the regional archives, which are being introduced into scientific circulation for the first time — reports from district governors
addressed to the Governor of the province N. P. Chistoserdov. The documents are written on thick paper in ink or pencil, without visible grammatical and stylistic errors, sometimes in illegible handwriting. In some places, the names of the authors of the documents and the dates are missing. The clarification of proper names was carried out using the databases of settlements. As a primary source, the reports, being informative in content, reflect the authorities’ search for solutions to overcome the crisis caused by the consequences of the establishment of Bolshevik power, the political mood of the population, as well as its attitude to the agrarian question and mobilization into the Red Army. The purpose of the work is to study the activities of local government bodies in the context of their restoration.
