Annotation

The article, based on office documents, studies the logic and principles of distributing political exiles across the uyezds of the European North of Russia’ governorates. It shows the mechanisms of interaction between the authorities in the governorates, and examines the issue of the correlation between the degree of unreliability of the exiled person and the place of his exile. It is concluded that the issue of the place of exile was consistently resolved at two levels: ministerial and gubernatorial. The final place of exile was determined by the governor. Transfers within the governorates were a frequent practice and served as both a reward and a punishment for the exiles.
