Annotation

Russia met the new year of 1993 in an atmosphere of acute economic and political crisis. Formally, the basis of the political confrontation was the problem of the new Constitution. But her decision went far beyond the internal conflict. The struggle between the President and the Supreme Council determined the question — should Russia be a presidential or parliamentary republic? The political impasse was aggravated by the deep personal hostility between the President and the Speaker. Boris Yeltsin proposed to withdraw from it through an All-Russian referendum on the main provisions of the new Constitution. The struggle over the referendum led to the convening of the ninth Congress of People’s Deputies, convened to impeach the president
