Annotation
Prince Vyazemsky (1792–1878) was poet and literary critic, known in society and in government circles in the second half of the 1820s for his oppositional views. In 1830 due to financial difficulties, he was forced to return to the civil service. His appointment under the Ministry of Finance was perceived by both the emperor and the prince
himself as a means of taming the frond aristocrat. The prince remained trustworthy in s ociety, but at the same time he recorded reflections on the principles of the emperor’s personnel policy in his notebook and shared them in letters to close friends V. A. Zhukovsky and A. I. Turgenev. The object of his reflection were such problems as the preference of loyalty to professionalism in the civil service, suppression of initiative, refusal of dialogue with society, formalism. Vyazemsky specifically emphasized that the appointment to the post, contrary to personal and professional qualities, is not his personal case, but a general rule of the Nicolas reign and has a political reason.
