POLITICAL DIALOGUE DURING THE REVOLUTION OF 1917–1918: BASED ON THE MATERIALS OF THE CENTRAL CHERNOZEM REGION AND THE SOUTH OF RUSSIA

Annotation

The article deals with the events of the Great Russian Revolution from the standpoint of establishing a political dialogue. This dialogue was supported by ideological prerequisites, the presence of a revolutionary counterculture, the archaism of political life in the regions, the statist attitudes of many revolutionaries, and the efforts of leaders who sought to resolve the growing confrontation. Various regions of Russia showed a desire to create collegial governing bodies, but implemented it with varying degrees of success. The opportunity to participate in the political process for all parties and social forces was seen as a source of socio-political harmony at the national and regional level. These ideas were most successfully implemented in the Central Chernozem region. As a result, the October Revolution was carried out here relatively peacefully. The southern regions — the North Caucasus, the Don region, to some extent, the Lower Volga region — gave a more complex picture of socio-political relations. The Cossacks present here, the mountainous and nomadic peoples violated the “revolutionary unity” of socialist doctrines: workerspeasants-soldiers. The Central Committee of the Union of Highlanders, the Cossack governments claimed political dominance within their region, doubting the benefits of majority democracy and cooperation with other revolutionary bodies. However, the ultimate political choice of these governments was in favor of collegiate representation. The party system itself showed a large number of options for cooperation. At the same time, political power both during the February regime and after October was based to a large extent on compromises and agreements: at first within the framework of the classical multi-party system, then in the form of a libertarian coalition (left bloc). However, there were also regional specifics.
