Annotation

The development of railway construction in the Central Asian possessions of the Russian Empire is considered in historiography as the cause of modernization changes in all spheres of life in the region, including the cotton business. Without denying the enormous influence of this factor, the author seeks to demonstrate that the functioning of railways in Russian Turkestan had not only positive, but also negative, problematic sides that directly hindered the further growth of cotton growing. The unresolved nature of many of that makes it possible to question whether the Russian Empire has a clear, consistent, purposeful policy for the development of this branch of agriculture. The complexity and, often, inconsistency of interaction between representatives of various departments and officials led to the fact that initiatives to solve problems that ppeared both in the central and local authorities did not receive further development.
