Annotation
The article examines the activities of the Ryazan organization of the RCP (b) — the CPSU(b) during the early Soviet society of 1917–1929. The focus is on the activities
of provincial party conferences. Ryazan province was a small part of Soviet Russia. The issues discussed at provincial party congresses were relevant not only for the political life of the province, but also for the whole country. Party forums have shown that there is a one-party system of governance in the region. The article gives an idea of the scale of the party leadership of the Soviet apparatus. The article emphasizes that the Bolshevik political party was able to occupy the position of the head of state largely due to the appointment and relocation of senior personnel, the experience of propaganda work among the population.
