Annotation
The article talks about the activities of A. I. Guchkov in the legislative chambers of the Russian Empire: the State Duma and the State Council. It is shown that the leader of the Octobrists could not occupy a prominent position in the State Council. In the Third State Duma, on the contrary, Guchkov became chairman of the largest faction
of the Octobrists and the commission for state defense, and from 1910 to 1911 he served as chairman of the Duma. He managed to turn the Duma State Defense Commission into one of the decision-making centers on military affairs, primarily in matters of social protection of servicemen. At the same time, Guchkov was guided solely by his own views and interests and was not inclined to defend the interests of his voters, to reckon with his colleagues in the faction, and also to make concessions to Nicholas II and the government. As a result, by the end of the work of the Third Duma, Guchkov lost a significant part of his influence in the faction, lost contact with the government and became the personal enemy of the emperor.
