Annotation

The article examines the factors that contributed to the emergence in the USSR in the early 1960’s social order for new forms and a new organization of life, which was based on the idea of an organic connection between housing and public services. It is shown that social processes requiring radical changes in the traditional economic family life did not take into account the individual interests of the household, which remained predominant. The article summarizes a number of issues in the history of social relations in the USSR during the period of building a communist society. Attempts to develop the entire system of public institutions in Soviet society to increase the free time of citizens with the aim of harmonious development of the individual are analyzed. At the same time, it was concluded that, despite the ideological indoctrination of Soviet citizens aimed at eliminating the individual household, painstaking work to attract the population to public catering, the family’s firm orientation towards domestic, traditional forms of service remained.
