Annotation
The article refers to program speech of the Chairman of the Forth State Duma M. V. Rodzianko on November 15, 1912. Particular attention is given to the reaction of the deputies and the position of the periodicals to the statement which was declared by M. V. Rodzianko. The author concludes that the chairman’s speech was the program of his work as Chairman of the State Duma.
