Annotation
The article analyzes the attitude of the Central Executive Committee of the Soviets of Workers’ and Soldiers’ Deputies towards the State Conference which was convened by the Provisional Government in August of 1917. The result of the study showed that all the hesitations of the Central Executive Committee of the Soviets in July and early August of 1917 about the State Conference were determined by the fact that the Committee tried to get as many seats as possible. TsIK aimed to protect the coalition Provisional Government at the State Conference. The Declaration of August 14 and the formation of Democratic bloc (1,200 participants of the State Conference) were connected with this purpose. Through the participation in the State Conference, TsIK of Soviets reached its goal: the coalition was saved.
